How we are organized

The Ministry of Government Services (MGS) supports the modernization of government operations and the provision of cost-effective services to consumers, businesses and the Ontario Public Service. MGS is responsible for leading the development of human resources policies and programs for the Ontario Public Service. Priorities of MGS also support the legislative framework that protects the public interest in areas such as privacy and freedom of information.

Bob StarkBob Stark
Deputy Minister of Government Services
Secretary of the Management Board of Cabinet

Bob Stark was appointed Deputy Minister, Ministry of Government Services, and Secretary of Management Board of Cabinet, on Jan. 12, 2012.

Bob Stark joined the OPS in June 2006 as CEO, ServiceOntario after a successful career in the private sector. In his early days, Bob pursued a career in IT at Imperial Oil, Manulife Financial and Scotiabank. In the second half of his career Bob has focused on direct services to the public, managing the credit card and electronic banking operations at Scotiabank. While at Scotiabank, Bob launched debit point of sale, telephone banking and internet banking amongst many other service innovations. From there Bob’s career moved to the telecommunications industry as he headed up the centralization and integration of Rogers contact centres, introducing telephone sales, bundled products and single billing statements. He then went on to run an interactive advertising agency. In 2008, Bob was appointed Deputy Minister and CEO of ServiceOntario. Bob has led innovative changes at ServiceOntario through the migration and provision of fast and friendly government services, and through the continuous modernization of the government’s in person, contact centres, online and kiosk service channels.

Bob is dedicated to developing a modern government customer service culture – making it easier for citizens and businesses to access government services across all service channels. Under Bob’s leadership, ServiceOntario has won a number of awards for its services and solutions, and has become recognized internationally as a leading, innovative public service provider. In 2010, Bob won the Heintzman Award in recognition of his significant contribution to the promotion of, and commitment to, citizen-centred service delivery in Canada and internationally.

 

Lois BainLois Bain
Associate Deputy Minister, Ontario Shared Services

In April 2010, Lois Bain returned to Ontario Shared Services as the Associate Deputy Minister after nearly three years at the Ministry of Community and Social Services as the Assistant Deputy Minister for the Family Responsibility Office. Prior to this she has held a number of positions in the Ontario Public Service at the ADM level including OSS and Cabinet Office.

Lois has extensive experience in public administration and has held senior management positions with the ministries of Municipal Affairs and Housing, Labour, Attorney General, Government and Consumer Services, and Cabinet Office. She has been leading a number of large scale public service transformation initiatives since 1994 to modernize government programs and processes and promote innovation in Ontario’s Public Service.  

Lois served as a member of the Board of the Institute for Citizens Centered Service from 2007-2010, which promotes high levels of citizen satisfaction with public sector service delivery and has chaired the Blue Ribbon Judging Panel for Ontario’s ITX Awards since 2004.
 

 

Catherine BrownCatherine Brown
Assistant Deputy Minister, Human Resource Management and Corporate Policy Division


 Catherine is the Assistant Deputy Minister of the Human Resource Management and Corporate Policy Division in HROntario. The division is responsible for the development and implementation of human resource management strategies, policies, programs and practices that support the role of the Ontario Public Service (OPS) as a corporate employer. This division also develops policies on corporate governance and accountability issues, such as advertising practices, travel directives and agency accountability.

Catherine has been a policy professional within the OPS for over 20 years. Prior to her current position, Catherine held senior positions at the Ministry of the Environment, including acting Assistant Deputy Minister, Integrated Environmental Planning Division; Director, Strategic Policy Branch, and Director, Waste Management Policy Branch.

Catherine has also held positions of responsibility with Cabinet Office, the Ministry of Health and Long-Term Care and the Ontario Women's Directorate.
  

Angela CokeAngela Coke
Associate Deputy Minister, HROntario

 

On July 9, 2008, Angela Coke was appointed as Associate Deputy Minister, HROntario, Ministry of Government Services. Angela is responsible for Ontario Public Service enterprise human resource management and corporate policy, HR service delivery, employee relations, the Centre for Leadership and Learning, and modernization.

From May 2006 to July 2008, Angela Coke was the Assistant Deputy Minister, Modernization Division in the Ministry of Government and Consumer Services.

In 2005, Angela led the OPS Youth and Young Professionals Strategy development project for the Centre for Leadership and Human Resource Management.

Between 1999-2005, she held a number of senior management positions at the Ontario Ministry of Health and Long-Term Care including: Lead Internal Transformation Project; Acting Executive Director, Corporate Services and Organizational Development Division; Director, Corporate Management Branch; Director, Business Improvement Office, and Manager, Business Transformation Projects.

Prior to that she held a number of senior management positions in the Communications Services Branch, Management Board Secretariat. She also worked in the Cabinet Office, the Ministry of Skills Development, and the Ministry of Housing.

Before joining the Ontario Public Service, she worked for the Jamaican Consulate General in Toronto.

Angela has a BA in English from York University, Toronto.

 

Frank D'OnofrioFrank D'Onofrio
Assistant Deputy Minister, Business Development, ServiceOntario

Frank D’Onofrio was appointed ADM of the Business Development Division on Nov. 9, 2010. The division focuses on inter-ministerial and inter-jurisdictional collaboration to promote service improvement, policy and regulatory services, and organizational development.
 

Frank has been with the Ontario Public Service since 1980. He joined ServiceOntario in June 2006 as ADM, Customer Care Division, following five years as Assistant Deputy Minister of the Road User Safety Division at the Ministry of Transportation. Frank held various positions at the Ministry of Transportation, including operations, development of policy and program implementation with a primary focus on road safety policy and program delivery.
 

 

Sam ErrySam Erry
Assistant Deputy Minister, Central Services, ServiceOntario

As Assistant Deputy Minister, Central Services, ServiceOntario, Sam has responsibility for the following key business lines: Central Production and Verification Services, Thunder Bay Production and Verification Services, Logistics Services, Kingston Production and Verification Services and the Revenue Management Branch.

Over the last 10 years, Sam has held several senior positions in the Ministry of Transportation, Ministry of Finance and the Ministry of Tourism and Culture. Sam has a Master’s Degree in Social Science from the University of Toronto.

 

Angela Forest - Bio PhotoAngela Forest
Chief Privacy Officer and Archivist of Ontario (A)

Angela Forest was appointed acting Archivist of Ontario on Sept. 8, 2010. She has over 22 years of leadership experience with the OPS and has held a number of senior executive positions in various ministries.

Ms. Forest’s prior roles as a senior executive included initiatives related to organizational transformation, labour relations, corporate policy and administration. She was Assistant Deputy Minister of Archives Modernization, leading the organization’s transition to a new, purpose-built facility on York University’s Keele campus.

Before joining the OPS, Ms. Forest held management positions in the private sector relating to information management and technology, and records management.

Ms. Forest holds master’s degrees in Anthropology and in Library Science from the University of Toronto.

 

Marty GallasMarty Gallas
Corporate Chief, Infrastructure Technology Services

As the Corporate Chief of Information Technology Services (ITS), a position he has held since May 2008, Marty Gallas has played a leading role in the establishment of the Government’s new ITS organization.

Since joining ITS, Marty has implemented several transformation initiatives to support the service needs of ITS clients and provide a better user experience for OPS staff. These initiatives include the establishment of a new business and service delivery model; infrastructure modernization projects to refresh dated hardware, software and application platforms across the OPS; and an Ontario data centre strategy to consolidate small and medium size data centres into enterprise class facilities such as the state-of-the-art, LEED certified Guelph Data Centre, the first facility of its kind in Ontario to be designed and constructed with a focus on optimizing energy performance and one of only 3 Tier IV certified facilities in North America. 

Before joining ITS, Marty was the Assistant Deputy Minister and Chief Information Officer of the Central Agencies I&IT Cluster (CAC). While at CAC, Marty led several strategic change initiatives, including modernizing Ontario’s systems for tax administration and the transfer of the corporate tax system to the federal government. In 2006, Marty was also the Chief Information Officer of the Government Services Delivery Cluster, leading the delivery of information technology services for the Ministry of Government Services.

Before assuming the role of CIO, Marty was head of both the Technology Infrastructure and Application Development branches in CAC. He played a key role in designing the organizational model and in moving the cluster ahead in the delivery of IT services and applications in support to its customers. 

Marty joined the OPS in 1981 and continues to use his extensive experience managing complex applications and technology infrastructure to improve I&IT service delivery across the organization.

 

Tim HadwenTim Hadwen
Assistant Deputy Minister, Labour Relations Secretariat

Tim Hadwen is the ADM of the Labour Relations Secretariat, Ministry of Government Services. The Secretariat is responsible for developing comprehensive strategies to guide government decision-making relating to collective bargaining in the Broader Public Sector.

Previously, Tim was the Director of the Legal Services Branch, Ministry of Government Services and also the Director of the Legal Services Branch, Ministry of Labour. Prior to joining the Ontario Government, he was General Counsel to the Ontario Public Service Employees Union, Manager of the Litigation and Membership Benefits department of the Ontario Nurses’ Association, and in private practice as a partner with a prominent labour law firm.

Tim is co-author of the legal text on Ontario Public Service Employment and Labour Law.

 

Bev HawtonBev Hawton
Assistant Deputy Minister, Business Improvement, ServiceOntario (A)

Bev has been with the OPS for 20 years and has held various director positions in ServiceOntario and the former Ministry of Consumer and Business Services. She previously acted as ADM of the former Marketing and Business Support, making a strong contribution to ServiceOntario’s key priorities. Bev is a strategic and well-respected leader. Her strengths in organizational transformation and inspirational leadership, coupled with her understanding of the initiatives that need to be delivered over the course of next year, make her ideal to lead the Business Improvement Division. 

 

Karen HughesKaren Hughes
Assistant Deputy Minister/CAO, Corporate Services Division

Karen Hughes is currently the Assistant Deputy Minister of the Corporate Services Division and Chief Administrative Officer for MGS, responsible for all corporate administrative programs including business planning/financial management and human resources, supporting the delivery of ministry programs province–wide.

Prior to joining MGS, Karen was the Director of the Justice and Non-Tax Revenue Branch in the Fiscal Strategy and Co-ordination Division, Treasury Board Office, Ministry of Finance.  In this position, she had responsibility for the province’s results-based planning process, performance management and providing support/advice to Treasury Board and Management Board of Cabinet.

Previously she worked with Management Board Secretariat and the Ministry of Municipal Affairs and Housing, where she held various positions in the Program Management and Estimates Division, Housing Conservation unit and Housing Policy Branch.

Karen is currently the Head Coach of the University of Toronto Varsity Blues Women’s hockey team.  She was the Head Coach of the Canadian Women’s national hockey team from 2002-2004 and was an assistant coach with Team Canada from 1998 to 2002 including the 2002 Olympics in Salt Lake City.

Karen holds a Master's of Science in Planning and a Bachelor of Commerce degree from the University of Toronto.

 

Ron HuxterRon Huxter
Chief Information Officer, Enterprise Services Cluster

After receiving a B.Sc. in Applied Physics (Geophysics) from University of Toronto, Ron had a short career in the mining and natural resources sector. Ron joined the Ontario government in 1986 and has been in the information technology area of the OPS for over 20 years.
 
Within the OPS, Ron has been involved in all aspects of the information technology field in the Land Resources ministries, Justice Cluster, Management Board Secretariat, the Economics and Business Cluster and with the Ministry of Government Services, Office of the Corporate Chief Information Officer (OCCIO), as the Corporate Chief Technology Officer (CTO). As such, he has been engaged in a number of initiatives and responsibilities involving policy, strategy, planning, architecture, standards, design, development and operations of business applications and IT infrastructure. 

 

Helga IliadisHelga Iliadis
Assistant Deputy Minister, Customer Care, ServiceOntario 

Helga joined the OPS on Feb. 14, 2011. She is a dynamic and inspirational leader whose business career is founded on a passion for customers and for those who serve them. Helga’s work history, which includes a recent position as Vice President of Customer Care with Rogers and 25 years previously with Bell, was premised on building leadership excellence and increasing employee engagement. Helga has extensive experience with a variety of customer service delivery channels.

 

Sean KearneySean Kearney
Legal Director

Sean Kearney is currently the Director of the Ministry of Government Services, Legal Services Branch consisting of the Labour Practice, Employment Law and Governance and the Business Regulatory and Information Groups. The branch is responsible for providing legal advice and representation for the Government of Ontario acting as the employer.

Previously, Sean was the Deputy Legal Director where his responsibilities included managing over 25 lawyers who specialize in labour and employment law. In addition to providing strategic legal advice to a wide roster of clients, Sean also continues to represent the Crown and government ministries in complex labour arbitrations and court actions. Sean successfully argued leading cases at the Ontario Court of Appeal and the Supreme Court of Canada on principles of natural justice and abuse of process.

Sean attended Queen’s Law School and after graduating in 1993 was called to the bar in 1995. He is also qualified to practise law in the State of New York. Sean spent the first eight years of his legal career as litigation counsel in private practice before joining the Ontario Public Service in 2001.

Since joining the OPS, Sean has advised a host of ministries and government agencies on a wide array of employment and labour issues, including accommodation, human rights, employment contracts, terminations, collective agreement negotiation and interpretation and issues resulting from corporate reorganization.

Director, Enterprise Services Strategic Business Unit

Tracey McConnell is currently the Director, Enterprise Services Strategic Business Unit. Formerly, Tracey was the Director of the Information & Information Technology Strategic Business Unit and member of the IT Executive Leadership Council. Tracey brings a wealth of experience in supporting executives to transform their organizations and make them great places to work. She joined the OPS over 10 years ago with the Ministry of Health and Long-Term Care in the Human Resources branch.  


Samantha LiscioSamantha Liscio
Corporate Chief Strategist

Samantha Liscio was appointed the Corporate Chief Strategist on Sept. 27, 2010.  As the Corporate Chief Strategist, Samantha leads the alignment of I&IT strategy, policy and technology with government priorities and directions. Samantha brings to this position her extensive strategy and planning background, as well as her knowledge and experience as a Chief Information Officer.

Previously, Samantha was the Chief Information Officer with the Government of Ontario in the Central Agencies I&IT Cluster.  As CIO, Samantha provided information and information technology leadership to the ministries of Finance, Revenue, Energy and Infrastructure and Cabinet Office. During her tenure, Samantha delivered key initiatives including the Ontario news room, infrastructure stimulus tracking portal, Ontario taxes online and launched one of the first public sector telework pilots with 10 per cent of staff working remotely three days per week.

Samantha’s career has spanned technical training, web development, change management, project management and business consulting.  A management and IT consultant since 1996, Samantha joined the Government of Ontario in 2001. From 2002 to 2007, Samantha was the Head of the Project Management Office and Customer Service in Infrastructure Technology Services (ITS) in the MGS. She joined the Central Agencies Cluster in 2007 as Head, I&IT Strategy and Planning, where she provided leadership in strategic planning, communications, project and information management, IT security, privacy and architecture.

Hailing from Northern Ireland, Samantha earned a Bachelor of Science and a PhD from Queen’s University in Belfast. She is a Project Management Professional and has worked in both the private and public sectors in Canada.

 

David LoganDavid Logan
Assistant Deputy Minister, Employee Relations Division

David joined the employee relations division in February 2006 as director of the newly created union/management relations branch. 

As ADM of employee relations, David leads the division in its role as the corporate employer for the OPS, managing employee relations, establishing labour relations strategies and policies, and guiding collective bargaining for the Ontario government.  He is responsible for corporate planning related to government wide programs in emergency management and business continuity, and the development of the newly formed Centre for Health, Safety and Wellness.

Before joining the OPS, David worked for the City of Hamilton where he held the position of director, employee and labour relations since 2002.  His primary focus in that role had been as chief negotiator for the city.  He also led the city through the amalgamation of six cities, and the corresponding consolidation of numerous collective agreements and bargaining agents.  Previously, David worked as a lawyer in private practice and at the Ministry of Community and Social Services where he held positions in labour relations and human resources.

In 1992 David received an honours BA from the University of Guelph, his LLB from Queens in 1995 and an LLM from Osgoode Hall Law School in 2002.
 

 

Marian MacdonaldMarian Macdonald
Assistant Deputy Minister, Supply Chain Management

Marian Macdonald was appointed as Assistant Deputy Minister of Supply Chain Management in September 2008. Building on her current responsibilities for corporate procurement policy and planning, Marian's responsibilities now include a wide range of supply chain management activities including enterprise procurement of goods, services and information technology and continuing initiatives to streamline procurement processes and procedures. Marian has been with Supply Chain Management since April 2005.

Previously, Marian was a project director for the ePhysician Project, a joint initiative with the Ontario Medical Association, responsible for the deployment of information technology to family physicians. Marian has been with the OPS since 1985, in a variety of senior positions in finance, policy, project management, and operations in the ministries of Consumer and Business Services, Senior Citizen's Affairs, Health and Long-Term Care, and the Northern Development and Mines in Sudbury.

Marian is currently the past chair of the Board of Directors of the Ontario Civil Service Credit Union believing that contributing to her community is an integral part of public service.

Marian received her Public Administration and Public Policy BA from the University of Western Ontario.

 

Shamira MadhanyShamira Madhany
Chief Officer, Diversity and Accessibility

Shamira Madhany has extensive experience in developing, planning and implementing highly successful provincial policies, programs and services in a number of high profile areas across a range of ministries. Prior to her current position, she was the Director of Postsecondary Accountability Branch and had oversight for 24 community colleges, 19 universities and over 500 private career colleges in Ontario.

Before this position, Shamira had the lead responsibility for the provincial access to professions and trades strategy, where she built relationships with occupational licensing bodies, employers and community organizations to deliver a number of key initiatives for internationally trained individuals, most notably bridge training projects.

In addition to degrees from both York University and Wilfred Laurier, Shamira has an Advanced Certificate in Managing Change from the Rotman School of Management, University of Toronto, a Diploma in Alternative Dispute Resolution, Faculty of Law, University of Windsor and a Certificate of Achievement from the Queen’s University Public Executive Program.

Director, Communications Branch (A)

After graduating from the University of Western Ontario with an MA in history, Sevaun worked in Washington, D.C. in international relations for the World Bank Group and at Presidential Classroom, North America’s leading civic education organization. Sevaun joined the OPS in 2004 as Executive Assistant to the Deputy Minister of MGS. She later became Director of the Youth and New Professionals Secretariat and led development of a strategy to attract, recruit and retain future public servants. Her most recent position was Director of Strategic Planning at ServiceOntario. Sevaun has also served as a Director on the boards of Katimavik Youth Services, the University of Toronto's School of Public Policy and Governance, TOPS and the World Youth Centre.

 

Glen MedeirosGlen Medeiros
Assistant Deputy Minister, Strategy and Enterprise Services

Glen Medeiros was appointed Assistant Deputy Minister, Strategy and Enterprise Services Division, for Ontario Shared Services in July 2008.

Glen has obtained extensive experience during his over 20-year career in the Ontario Public Service. Throughout this time, he has managed a number of complex projects and initiatives and prides himself on being able to lead and motivate individuals and teams to provide excellent service and innovative solutions to complex issues. He has held a number of senior positions in ministries including Labour, Health and Long-Term Care, Environment and Cabinet Office.

Glen’s commitment to service excellence and his strategic leadership has been recognized by receiving several awards including an Amethyst Award for the Employment Standards Call Centre initiative and for his leadership contribution during Toronto’s 2003 SARS outbreak.

Prior to starting his OPS career, Glen pursued his business, entrepreneurial and financial interests as a partner in a small, private business as well as working in financial securities with Canada Trust. He holds an MBA from Royal Roads University in Victoria.

 

Debbie MorettaDebbie Moretta
Assistant Deputy Minister, HR Service Delivery Division

Debbie Moretta is currently ADM of the HR Service Delivery Division.  This division is leading implementation of HR transformation and is responsible for the delivery of best-in-class recruitment services, effective day-to-day HR operational services, strategic HR business advice, and the integration and coordination of enterprise HR activity.

Debbie has extensive experience in the Ontario Public Service including 15 years as a senior leader.  Prior to her current position, she was the ADM, Corporate Services Division at MGS.  She has also held senior positions at the Ministry of Children and Youth Services and the Ministry of Community and Social Services. 

 

David NichollDavid Nicholl
Corporate Chief Information and Information Technology Officer

David Nicholl was formally appointed Corporate Chief Information and Information Technology Officer in November 2008. David is responsible for the I&IT organization, which is made up of nine I&IT clusters that support ministries, as well as the corporate divisions of Corporate Strategy, Archives of Ontario, I&IT Strategic Business Unit, Infrastructure Technology Services, Corporate Security, and Information and Privacy.

The I&IT organization is based on a federated model, with Chief Information Officers reporting to both ministry Deputy Ministers as well as the Corporate CIO. The organizational structure is designed to strengthen the links between I&IT and the government's business directions, and to enhance leadership and coordination at the corporate level and through the line.

Before becoming the Corporate CIO, David held the position of Corporate Chief of Infrastructure Technology Services since February 2006. He was responsible for leading the establishment of the government’s new Infrastructure Technology Services (ITS) organization, establishing its business and service delivery model, and implementing key e-Ontario infrastructure consolidation projects.

Before joining ITS, David was the Chief Information Officer at the Transportation I&IT Cluster (TC). David joined the TC in 2002. David also spent seven years in Bermuda and the United Kingdom where he worked for HSBC (Bank of Bermuda) as Vice-President and Director of Information Technology.

 

Kerry PondKerry Pond

Assistant Deputy Minister, Centre for Leadership and Learning

Kerry was appointed to the role of Assistant Deputy Minister, Center for Leadership and Learning, on Nov. 29, 2010. He was previously ADM, Accessible Public Service, responsible for leading efforts to assist ministries in achieving our accessibility goals, and joining this strong and dedicated group of individuals in working toward our broader collective vision of inclusiveness. 

Prior to joining the Diversity Office, Kerry was the first Chief Learning Officer for the Ontario Public Service. He led a strong team of learning professionals at OPS Learning and Development, part of the Centre for Leadership and Learning in HROntario, to re-brand enterprise learning and focus efforts to strengthen the capacity of OPS employees.

In 1997 he joined the Ministry of Education, and moved through progressively responsible leadership roles.  In January 2006, he moved to the Ministry of Government Services, to lead the transformation in enterprise learning.

Kerry is a graduate of Sheridan College, the Rotman School’s Advanced Program in Human Resources Management, and the Ivey Executive Program.

 

Neil SentanceNeil Sentance
Assistant Deputy Minister, OPS Green Office

Neil Sentance is currently the Assistant Deputy Minister of the Ontario Public Service Green Office. The office was created in September 2008 to work with ministries to ensure there is an integrated approach to reducing the impact of government operations on the environment. In addition, the OPS Green Office ensures that environmental responsibility becomes an important part of the culture and day-to-day work of the OPS.

From 2004, Neil was Assistant Deputy Minister with the Ministry of Government Services, responsible for developing and implementing government-wide supply chain management programs. Neil has also held several senior management positions in the OPS including in the Office of the Corporate Chief Information Officer and the former Management Board Secretariat.

Before joining the OPS in 1990, Neil was a lecturer/adjunct professor in public administration and public policy at the University of Toronto and has a BA and MA in political science from McMaster University.

 

Leslie SlaterLeslie Slater
Assistant Deputy Minister, Centre for Organizational Excellence

As Assistant Deputy Minister, Centre for Organizational Excellence, Leslie has the privilege of leading the team responsible for increasing capacity across the OPS to create, implement and sustain transformational change, building project management capacity and skills across the OPS, and delivering corporate programs that drive ideas and innovation, service excellence, and employee engagement and recognition.

Previously, as the Director of HROntario’s Strategic Business Performance Branch, Leslie was responsible for building the foundations for service excellence and business improvement, developing and leading programs to increase capacity, and delivering business operations across the enterprise.  Prior to this role, Leslie led the design and development of the new HR service delivery model for the OPS, and spearheaded the Ontario Government’s Recruitment Modernization Strategy, which has revolutionized recruitment in the OPS.

Prior to joining the Ministry of Government Services, Leslie held a number of executive HR positions, including Director of Human Resources at Legal Aid Ontario and Director of Organizational Development at the Ontario Ministry of Health and Long-Term Care.

Richard SteeleRichard Steele
Assistant Deputy Minister, Service Delivery Strategy, ServiceOntario

Richard’s career has focused on the pursuit of innovation and excellence in the delivery of public services. He joined the OPS in 1992, and has held increasingly responsible positions at the Ministry of Economic Development, Management Board Secretariat, Consumer and Business Services and, most recently, Government Services.

Prior to his appointment as ADM, as Director, Registration Modernization, Richard led a high profile transformation program at the Office of the Registrar General, where he championed an “e-Strategy” that implemented North America’s first public service “money back” guarantee. 

Before joining the OPS, he was with an international consulting firm, conducting business for major corporations in Europe and North America. He also worked with the British Royal Mail managing productivity and process improvement projects. Richard holds a First Class Honours degree in History from the University of York, England, and an M.B.A. from the Manchester Business School.

 

Robin ThompsonRobin Thompson
Chief Information Officer, Government Services Delivery Cluster

Robin brings more than 20 years of IT management experience to the Government Services Cluster. Her focus throughout her career has been to create and maintain effective business and IT partnerships. Robin has a proven record in strategic leadership, enterprise system delivery as well as the demonstrated ability to motivate and lead diverse IT/business teams. Robin joined the OPS in September 2009, as CIO for GSC.

Over the past 10 years, Robin has held various executive management positions within Rogers Communications Inc., where she demonstrated her commitment to being quality driven and client result-focused. Most recently, as Vice President, Integrated Customer Management, Robin was responsible for the development of the IT Strategy and delivery of the Integrated Customer Management Solution, including the consolidation of account management and customer contact, for all Rogers core lines of business. 

Moving forward, the opportunities for IT to partner with ServiceOntario in evolving their strategy of making it easier for customers to do business with government will be of primary focus for Robin and her team. 

 

Reit VerheggenRiet Verheggen
Assistant Deputy Minister, HR Transactional Services

Riet joined Ontario Shared Services in September 2008 as the ADM for the HRTS division, and has been given the mandate of delivering the Payroll Modernization Project.
 
A long time member of the OPS, Riet has worked in senior management positions at the ministries of Northern Development and Mines, Natural Resources and Citizenship and Immigration.

Most recently, Riet was the Director of the Immigration Branch, at the MCI and was responsible for negotiating and implementing the Canada/Ontario Immigration Agreement, the Provincial Nominee Program, and the Fair Access to Regulated Professions Act.

Riet was Director of the Forest Industry Relations Branch and the Forest Management Branch at MNR in Sault Ste Marie.   Riet began her career in forestry in 1982 after graduating from Lakehead University with an Honours Bachelor of Science Degree in Forestry, and has lived in many northern communities such as Kapuskasing, Englehart, Timmins, Wawa and Thunder Bay.
   
She served as President of the Ontario Professional Foresters Association for two consecutive terms and she also served on the Advisory Board to the Faculty of Forestry at Lakehead University.

 

Roman ZdownykRoman Zydownyk
Assistant Deputy Minister, Enterprise Financial Services Division

Roman Zydownyk is the Assistant Deputy Minister for the Enterprise Financial Services Division, Ontario Shared Services.

Previously the Assistant Deputy Minister for the Financial Transactional Services Division, in 2006 Roman assumed an additional role as ADM for the Integrated Financial Information System (IFIS) division. Roman then maintained this leadership role when these two divisions merged to form the current Enterprise Financial Services Division (EFSD).

Roman successfully brought together the complementary strengths of these two divisions to provide best-in-class financial services and help lead the financial management transformation in the OPS. Roman was also the Executive Director of Business Excellence for OSS where he provided leadership in the implementation of the OSS controllership and risk management framework.  

Roman has held several senior management positions including Director of Finance, Director of Internal Audit Services, Director of Financial Services Policy Branch and Executive Coordinator of Financial Services and Audit Restructuring. Roman was also one of the original executives on the Internal Administration Project (IAP) in 1996-97.

During his career in the OPS, Roman has led many initiatives including the Ministry of Finance’s pilot implementation of the Balanced Scorecard. As Director of the Corporate Planning and Finance Branch, he effectively guided the transfer negotiations associated with the restructuring of the Ontario Securities Commission, as well as the devolution of the Property Assessment function and the creation of the Municipal Property Assessment Corporation.

Roman is a member of the ADM Operations Committee and of Oracle’s Intergovernmental Forum.
